The bounded progression means that mid level characters can sometimes beat high level stuff and sometimes fights can go against them that are meant to be mid level. I also tend to pick encounters where resistances and vulnerabilities matter, and monsters with advantage or legendary resistance to spells are often bosses. There is a spellcaster in my current game with an AC of 9 (ie less than 10 ie terrible) In fact I would say that the classes raved about on forums- warlocks, druids etc have cool niches but lag in consistent damage output from well equipped vanilla builds. It might be that I hand out more magic items - I tend to customise them for the players- and that impacts melee- but rogues, fighters and multi-class paladin or ranger deal tons of damage. I have run 3 5e campaigns from 1st to 15th+ and I would disagree. But approaching this game from the 5e mindset of "the rules are just suggestions and barely work half the time anyway" is gonna lead to a poor experience, this game is meant to have a lot more rules and a lot more guidelines and systems and for them to actually work and be fun and balanced consistently. Once you've run the game for a while and have a better understanding of how things are balanced and how everything fits together, then I'm sure you can start fiddling with things without issue. A lot of the times that people say things like "this game feels too hard/too easy" it's because the GM isn't following the rules or using the tools that are given to them to ensure the game remains balanced and fun. They work, they work consistently, and they won't disappoint you because they work. Especially when it comes to encounter building and monster design. The biggest thing I'd recommend if you play PF2 is to actually follow and use the rules. The difference is generally more in breadth of abilities and intra party synergy than raw numbers. Outside of really obvious Bad Choices (like not putting your boosts in the classes key ability score), an optimized character isn't so far apart from a not at all optimized one. Relative to their peers and their opponents. And at higher levels, casters can just outshine martials and trivialise encounters. An optimized wizard is worlds stronger than a not optimized four elements monk. That also comes in with builds - in 5e, there's a big gulf between a weak build and a strong one. So in terms of power relative to the challenges, high level 5e characters can be "more powerful". Whereas in 5e, level 10+ characters can run through CR 15+ monsters with ease in many cases. In PF2, the encounter balance maths is really good, so PCs Vs Monsters is well balanced in terms of their relative strengths. So in that sense, yes, PF2 characters are more powerful. Barbarians can crash through walls, Monks can go Super Saiyan, Rogues can hide when you're looking right at them. In PF2, the numbers are bigger, and high level characters are capable of very high fantasy feats - even the martials.
